Outre! This is the word that’s been on the tip of my tongue. I’ve been trying to figure it out. I’ve been saying, “It’s kinda like eccentric but not quite & it starts with an O…” and nobody knew what I was trying to remember.
I hate when that happens; glad I could help (even though I borrowed the word from Edgar Allen Poe).
